federal stimulus funding to improve energy efficiency

SAVANNAH, GA – Dimmable energy efficient lighting from PureSpectrum (OTCBB: PSRU) is now available in Puerto Rico through Puerto Rican distributor IN Green Corporation, and PureSpectrum’s products are being presented to large retailers and multiple representatives within the Energy Affairs Administration (EAA) in Puerto Rico to be considered for inclusion in the U.S. territory’s efforts to improve overall energy efficiency through the implementation of energy efficient products and technologies.

Puerto Rico’s energy costs are higher than virtually any state in the U.S. and the U.S. territory was awarded more than $100 million in federal stimulus funding and grants last year to allocate toward improving energy efficiency throughout its municipalities. To incentivize implementing energy efficient products and technologies, the EAA has used funds provided by the American Recovery and Reinvestment Act (ARRA) to develop multiple rebate programs with the Puerto Rican Infrastructure Financing Authority (AFI) such as the Building Energy Efficiency Retrofit Program which offers rebates to commercial, non-profit and governmental entities that engage in recommended energy efficiency upgrades.

demand for both dimmable CFL and linear fluorescent products

SAVANNAH, GA – As PureSpectrum (OTCBB: PSRU) continues work toward completion of its dimmable product lines in multiple lighting categories, a white paper published earlier this week indicates that building code revisions being implemented will specifically emphasize dimming as a preferred performance characteristic to achieve increased energy efficiency.

The white paper, published as a special report for the Lighting Controls Association, proposes that while revised green building codes are currently the basis for specialty projects, the increased energy efficiency standards will soon become the norm for building and energy codes. PureSpectrum has recently introduced a three-phase dimming ballast for T8 linear fluorescent fixtures and multiple dimmable fixtures which incorporate the step dimming ballast, and the company plans to launch additional dimmable products for commercial and industrial building later this year.

The paper references trending data that projects that the green building market will grow to 25 percent of all new construction starts by 2013 and adjustable lighting systems will play an integral role in meeting more stringent energy efficiency demands. The white paper highlights revised standards for green building released by the American Society of Heating, Refrigerating and Air Conditioning Engineers (ASHRAE) and the International Code Council which publishes the International Energy Conservation Code.

In January, ASHRAE published, “Standard for the Design of High Performance, Green Buildings Except Low-Rise Residential Buildings” in conjunction with the United States Green Building Council and the Illuminating Engineering Society. Within these guidelines, dimming and lighting control systems that depend on dimming are specifically referenced for multiple usages, including hotels, commercial storage facilities, libraries and other buildings which experience variable occupancy or access to daylight.

According to author Craig DiLouie, “Electric lighting demand can be reduced by turning lighting off, dimming it or using it more efficiently … with dimming ballasts connected to a central point of control, lighting loads can be reduced on demand.”

Since introducing its step dimming ballast at the beginning of the year, PureSpectrum has pursued multiple opportunities, including quoting pricing for dimmable lighting for a large commercial project in Kentucky and completing training on the benefits of dimming for commercial buildings with a national distributor’s sales force. $5 million of lighting company’s preferred stock

SAVANNAH, GA –PureSpectrum, Inc. (OTCBB: PSRU), a progressive energy efficient lighting company, has entered into a preferred stock purchase agreement with Socius Capital Group, LLC, which will provide the company with the ability to access up to $5 million in capital.

PureSpectrum (the Company) agreed to sell up to 500 shares of its Series A Preferred Stock to Socius Capital Group, LLC, a Delaware limited liability company doing business as Socius Energy Capital Group, LLC, in one or more tranches from time to time. The tranches will be sold at the Company’s sole discretion, at a purchase price of $10,000 per share, for an aggregate purchase price of up to $5 million. With each tranche, Socius will also receive five-year warrants to purchase that number of shares of the Company’s common stock equal to 135% of the value of preferred stock delivered in such tranche. The exercise price of such warrants will equal the closing bid price of the Company’s common stock on the date the Company provides notice of such tranche.

Pursuant to the Purchase Agreement, PureSpectrum will pay a commitment fee to Socius equal to five percent of the total commitment and will file a registration statement with the Securities and Exchange Commission for the resale of all shares of common stock issuable pursuant to the Purchase Agreement.

February for U.S. and international launch in the second quarter

SAVANNAH, GA –PureSpectrum, Inc. (OTCBB: PSRU) has completed design and engineering preparations on seven dimmable Compact Fluorescent Lamp (CFL) products which are scheduled to be submitted in early February for testing to receive approval from Underwriters Laboratory (UL) and the U.S. Department of Energy’s Energy Star program.

The company introduced a 20-watt dimmable, instant brightness bare spiral CFL in late 2009 and has received a steady flow of moderate volume purchase orders during the past three months from online retail outlets and electrical distributors which serve utility companies and retail outlets throughout the country. PureSpectrum plans to expand its product line to include 11-watt, 15-watt, 23-watt and 26-watt dimmable, instant brightness bare spiral CFL models as well as two reflector CFL models, a 18-watt R30 and a 23-watt R40.

In order to comply with international power standards, PureSpectrum has also completed design for 220/230-volt versions of each bulb in its product line. Through ongoing marketing efforts, the company is developing distribution channels in multiple international markets, including Turkey, South America, the Balkans, the European Union and southern Asia. PureSpectrum has also received interest from larger lighting manufacturers regarding the benefits of incorporating the company’s dimmable CFL products for selected international markets.

The company, which submitted two additional bare spiral CFL products for UL and Energy Star testing earlier this year, is building relationships with multiple manufacturers for these CFL models in order to identify optimum manufacturing partners and be prepared to meet projected domestic and international product demand. Feedback generated through PureSpectrum’s market-driven product development strategy which focuses on both energy efficiency and consumer satisfaction determined that niche products such as reflectors are needed in order for CFL technology to gain full acceptance in the marketplace. CFL reflectors, which are covered in order to control light direction, are expected to command market demand comparable to bare spirals because there are multiple residential and commercial applications. fixtures expected to be test marketed and sold during the first quarter

SAVANNAH, GA –PureSpectrum (OTCBB: PSRU) has processed its first order for dimmable electronic ballasts for linear fluorescent fixtures, and the company plans to begin contract manufacturing dimmable linear fluorescent fixtures in the United States later this month when the initial shipment of ballasts arrives from its Chinese manufacturing partner. 

The company is partnering with an established U.S. lighting manufacturer to build dimmable T8 linear fluorescent fixtures in multiple styles according to market demand. The T8 fixture is rapidly becoming the standard lighting application for commercial and industrial lighting, and the ongoing quest for energy conservation in lighting has made increased energy efficiency for linear fluorescent lighting a top national and global priority.

The step-dimming electronic ballast to be used for PureSpectrum’s linear fluorescent fixtures has gained approval from Underwriters Laboratory (UL), and the company plans to immediately begin offering two-lamp, three-lamp and four-lamp dimmable T8 linear fluorescent fixtures. PureSpectrum has been engaged in ongoing discussions with more than one national distributor expressing interest in carrying the step-dimming ballast. The dimmable ballast will make its debut at an energy forum this month in Spartanburg, S.C., hosted by All Phase Electrical Distributors that will be attended by several major electrical component manufacturers as well as potential end users such as hotel chains, school districts and retail clothing companies.

The purchase order for the step-dimming electronic ballasts was submitted in December, and during the first quarter of 2010 PureSpectrum expects to be able to conduct test marketing to introduce both the dimmable ballast as a standalone product and the fixtures in selected metropolitan areas with multiple electrical distributors. Additionally, the company has begun the process of registering multiple versions of the dimmable fixtures with the U.S. General Services Administration (GSA), the federal government’s clearinghouse for qualified goods and services and a conduit to government retrofit and new construction projects throughout the country.

PureSpectrum anticipates submitting its application to the GSA before the end of the month, and upon approval of PureSpectrum’s dimmable linear fluorescent fixtures, the company will gain access to procurement entities within the federal government as well as large scale federally funded construction projects through being listed in the GSA Advantage! online catalog for approved vendors.

SAVANNAH, GA –PureSpectrum (OTCBB: PRSU) has continued to fortify and expand the company’s sales platform by establishing connections with multiple regional and national retailers that should enable the company to participate in incentive programs created and supported by utility companies to encourage consumers to purchase and use Compact Fluorescent Lamps (CFL).

Earlier this month, PureSpectrum was invited to attend a planning session hosted by three of California’s largest utilities, Pacific Gas and Electric Company (PG&E), Southern California Edison (SCE) and San Diego Gas and Electric (SDG&E), to discuss California’s Utility Residential Lighting Incentive programs for 2010. The programs allow retailers in California to offer CFLs at a discounted rate and are part of California’s ongoing effort to promote energy efficient lighting as a means to reduce carbon footprint and conserve energy.

PureSpectrum was invited to attend the meeting by the Residential Energy Efficiency Program Manager for PG&E. The company is selling a 20-watt dimmable CFL and will launch two additional dimmable CFL products in the first quarter of 2010 once the products successfully complete testing to receive approval from Underwriters Laboratory and Energy’s Energy Star.

PureSpectrum has steadily received moderate volume purchase orders for its 20-watt dimmable CFL from electrical distributors and contractors since the product was formally launched at the end of the third quarter of 2009, and the company has spurred additional sales by making its products available online through websites such as www.microlamp.com and www.amazon.com. The company expects sales volume to expand rapidly and dramatically in 2010 as a result of fully developed relationships with distributors and large retailers as well as the introduction of additional performance-driven, consumer-friendly CFL products.

“We were invited to the planning session in California because of the utilities are interested in the unique dimming capability of our CFLs and the additional energy saving properties and performance characteristics that our bulbs offer,” said PureSpectrum sales program manager Jeff Smith, who represented the company in California during the two-day meeting. “To my knowledge we were the only new manufacturer invited to participate this year, and the value of a utility-supported programs is the availability of a primary channel for consumers to become more comfortable and familiar with our CFLs. According to Smith, each utility manages its own program within its respective service areas, but there there is collaboration among the organizations to standardize forms and reporting procedures in order to track and document sales from the incentive programs. Because the utilities dedicate a considerable budget to these programs, the utilities work closely with lighting manufacturers build awareness of the programs and develop familiarity with participating retail outlets. 

In order to develop retail partnerships that will enable the company to participate in California’s incentive programs, PureSpectrum has initiated a direct marketing effort to major lighting buyers such as big boxe stores, grocery stores, hardware stores, general merchandise stores, drugstores and specialty lighting stores. The company has completed the initial vendor application process with several retail outlets and will continue to identify potential retail partners during the first quarter of 2010.

“As we connect with retail outlets and develop ongoing relationship, we believe those relationships will have a direct impact on our sales efforts throughout the United States and Canada where utilities and municipalities sponsor lighting incentive programs that include retail partnerships,” Smith said. “We have successfully established relationships with distributors throughout the country and continue to build and strengthen those relationships.
